Further, even if (or when?) other countries do legalize it, you would have to check into local laws and regulations as some districts will prefer to keep cannabis strictly controlled. For example, the city of Surrey, in British Columbia, Canada, has made it virtually impossible to open a dispensary, despite the fact that Cannabis consumption is legal in the province, and cities around Surrey, such as Langley, Richmond and Burnaby (all within a few minutes drive of Surrey) do allow dispensaries to operate.
